In contrast to the great changes from a planning economy to market economic system, the transition in statistics system is left behind. The problem is quite serious in labor statistics. The paper reviews how the current labor statistical system collects the data and its reliability. By analyzing relevant indicators, the paper points out that policy-making based on the current labor statistics may mislead the outcomes in the Chinese labor market. The European employment strategy initiated in 1997 is critically dependent upon the further integration of women into the labor market. The European Union has set a specific target employment rate for women of 60 percent by 2010 and is also committed to providing more and better child care facilities. This gender focus is reinforced by the requirement for gender mainstreaming in all aspects of European employment policy. There is an implied Europe-wide, universal policy of encouraging female labor-market participation and reducing the care work performed by domestic labor. However, the European Commission continues to have limited competence in areas of family, social, and welfare policy. As a result, these common employment objectives for women are thus being pursued against a background of quite different systems of social, family, welfare, and indeed labor-market organization. These systems have different economic and employment implications, such that the outcomes of the common European employment strategy will also be highly variable. 相似文献

The industrial relations (IR) literature has changed notably from the early 1960s until the late 1990s. Yet it has retained an externalist flavor — a sense that the key variables determining outcomes are often outside the control of firm-level actors. However, the kind of externalism found in the modern IR literature differs notably from that of the past. Externalism today is seen as labor market and personal variables — often in an econometric formulation — rather than grand social forces. Generally, the IR literature has moved toward sophisticated empiricism and toward a labor economics paradigm. To the extent that the older grand themes remain, they are more likely to be found in IR books rather than in academic journals. Human resource (HR) academics and practitioners can nonetheless benefit from the IR approach, even though the tyranny of tenure review has made journal articles in IR less readable. The IR literature emphasizes that labor–market forces, sometimes stemming from product and financial markets, matter to HR outcomes. And it regards conflict more as a source of information rather than just a cause of lost productivity. 相似文献

Child care as a policy issue has been forced to the center of the national planning agenda in Ireland with the report of an expert working group on child care. As Ireland has broken into the ranks of wealthy Western economies, Irish women have joined the formal workforce in ever greater numbers, dramatically breaking the traditional ideology of women as childbearers and homemakers. However, women are now carrying the double burden of work that accompanies the lack of any state policy on child care. This article traces this recent history of the feminizing of the Irish workforce, amidst a fast-changing social context for family life, and the multiple problems confronting the expert working group of securing an adequate range of policies for the provision of child care in a country which has one of the lowest rates of formal state provision in the entire European Union. 相似文献

The paper studies the effects of fiscal expansion on the Japanese labor market. First, using a structural VAR model, we find that the unemployment rate falls and employment rises following an increase in government spending. We also find that fiscal expansion affects flows in and out of unemployment. While an increase in government spending increases the job-finding rate, it reduces the separation rate. We then incorporate search and matching frictions into a standard dynamic general equilibrium model, and study whether the model can explain what we observed in data. While the model fails to predict the exact size of the impact of government spending shocks on the Japanese labor market variables, it can consistently capture the empirical pattern of responses of labor market variables to shocks. 相似文献
